Known as "America's Seed Fund," the Small Business Technology Transfer (STTR) is another program that expands funding opportunities in the federal innovation research and development (R&D) arena. Central to the program is expansion of the public/private sector partnership to include the joint venture opportunities for small businesses and nonprofit research institutions.
The unique feature of the STTR program is the requirement for the small business to formally collaborate with a research institution in Phase I and Phase II. STTR's most important role is to bridge the gap between performance of basic science and commercialization of resulting innovations.

Dr. Keith Davis joined Indiana University in July, 2014 and serves as Director of Faculty Engagement in the Innovation & Commercialization Office where he assists faculty in all aspects of technology commercialization. Dr. Davis has twenty-nine years of broad-based academic and industry experience in developing and managing biotechnology research programs and has garnered $13.7 million in funding from NIH, NSF, EPA, DOD and multiple foundations for his research. Dr. Davis also serves as an adjunct instructor for the NSF Midwest I-Corps Node and served as an industry mentor for teams participating in the national NSF I-Corps program.
Indiana’s SBIR/STTR Matching Program
Since 2014, Indiana’s SBIR/STTR matching program has provided over $5.2 million to 73 companies in 13 Indiana counties. Collectively, these companies have attracted over $19.4 million in federal SBIR/STTR grants and over $12.4 million from other capital sources.
